Hey everybody,

After much mucking about and feverish activity accompanied by
ill-advised quantities of fruity cocktails [1][2] and mojitos [3] we
have updated the 4 pillars of how to choose where Convergence will be,
namely:

1) What a bidder has to do.
2) How alt.gothic ratify bids.
3) How the vote works.
4) The timeline that draws it all together.

The 4 pillars of how to choose where Convergence will be,
1) What a bidder has to do.
Bid Proposal Requirements

If you are at all unclear about what is and is not acceptable, ask
The_C*B*L before acting. If you act first and get it wrong, your bid
could be disqualified.

If you want to put this show on, you need to read these requirements.
If your bid breaks the rules, it will not be included in the vote. We
does not want to have to do so but we have to be fair to all the
people who invest time, effort and money in putting a bid together.

The core planning and decision making membership of a Convergence
committee should consist of at least 50% net.goths. We prefer it if
ALL members of your committee have attended at least one past
Convergence. These numbers do not include and are not relevant to the
volunteer and paid staff who assist in actually presenting the event
on its scheduled days.

In your Convergence Bid Proposal you must
1. Introduce your Bid Committee. We put this at the top, 'cos it's
the most important part. We have to trust you to put on our party and
to do it right so knowing who you are and why we can have confidence
in you is really important.
2. Explain why we should come to your town.
1. What's in it for us?
2. How does it rock?
3. Outline what your tentative plans are for Convergence. Over the
years this part has typically been the most emphasized in the bids,
and has become way rather more than 'tentative'. Since you will only
have about a year between vote and execution the more planning you can
do in advance the better.

Audience
Your core audience are the denizens of alt.gothic and their friends.
The expected attendees includes our friends and families from the
alt.gothic.* news groups, related mailing lists and other forms of
electronic communities.

Content
The themes, locations and activities are up to your committee's
creativity and resources. We are trusting you to design an affordable,
accessible and highly social event for us to attend.

As long as your committee keeps its core audience in mind with
realistic goals and strives to maintain a high degree of organization
and professionalism, you can expect great success in planning and
executing your alt.gothic Convergence^(SM) party, should the vote be
in your favor.
[edit] Submission

To have your proposal included on this year's ballot, you must
1. Register for web space on altgothic.com as noted below,
2. Submit your proposal via email to Siobhan
(***@virulent.org)
3. Await receipt that your proposal has been accepted
4. Upon receipt, you must cross-post your proposal alt.gothic,
alt.gothic.announce, alt.gothic.fashion and alt.gothic.convergence
during the proposal nomination period.

The first public posting of your bid must be on alt.gothic. After
that, feel free to post and discuss it anywhere you want, but
alt.gothic MUST come first.

You can talk about your potential bid prior to this anywhere you want,
and indeed we encourage you to ask alt.gothic what we want, and to get
input from previous organisers and attendees to make your bid the best
possible.

Posting to weblogs, regional mailing lists, web communities and other
resources is permitted but not required.

Bid Proposal Web Sites

Proposal web sites must be hosted on altgothic.com. No exceptions.
Each Bid Committee will be allotted 10MB of disk space, CGI-bin access
and a single FTP login account with 24 hour access. No other website
may be used to provide informational content, only to provide a
reference to the altgothic.com-hosted proposal site.

To receive your altgothic.com web account, you must send Siobhan at
the ***@virulent.org address the following information
immediately:

* Your full contact information (name, address, phone number,
etc).
* Your Bid Proposal Committee information (city/state/country).

Best Practices
(Some advice from past committees)

* Talk to alt.gothic as you build your event. We are your
audience. We can give you very fast feedback about what is worth
investing your time and money on when you put the event together.

* Talk to former Convergence committees. Odds are someone has
relevant experience that you can learn from, instead of making the
same mistake twice.

* Talk to The C*B*L. We have experience putting on the party. We
have experience attending the party. We know an awful lot of people
who know stuff about things that you can leverage. We do this because
we love Convergence. Not for the money, drugs or women[2]. We will
keep anything you talk to us about in the strictest confidence.

* Avoid scheduling conflicts with similar events. It'll limit the
people who can come, and since most others are on a regular calendar
schedule but since Convergence floats chronologically, you'll look
like a dick. Piss people off and they won't buy tickets, and because
Convergence is first and foremost a social event that can have a
ripple effect. For instance Whitby Gothic Weekend, WaveGotik Treffen,
Black Sun, the various 'Dark Arts' festivals.

* Listing specific musical acts, venues or other information which
can change drastically over the next 9 to 12 months in your bid is
strongly discouraged. Firstly because it's not about the bands;
secondly, if you promise to resurrect Ian Curtis and don't deliver,
there's a good chance you'll be lynched.

* Keep your committees small. A small committee of 4 people or
less is far more efficient and likely to succeed than a larger
committee.

* Maintain regular open communication within your committee,
volunteers, hired help, venues, venders, DJs, bands

* Maintain regular open communication with alt.gothic and The
C*B*L.

* Nominate one person to speak on behalf of your committee. It is
a practice which can spare your audience from a lot of confusion and
your committee from embarrassment. However, make sure it is somebody
who has time and energy to spend on answering seemingly dumb
questions.

* Limit your live band rosters. Live bands are nice but not
essential. The primary focus of Convergence is the people of
alt.gothic. Events should be people oriented and inclusive, relaxed,
inexpensive and above all FUN.

A growing library of text documents written by the past alt.gothic
Convergence^(SM) Committee members who now act as advisors will be
available to all Bid Proposal Committee members, as well as specific
contacts in all areas of Convergence planning. These members have
volunteered their time and expertise to remain highly available to
assist all of you in constructing the best Bid Proposals and
eventually the best Convergence events possible. Browse this wiki for

It cannot be emphasized enough the importance of consulting with past
Convergence committees members (especially Siobhan and Axel of
Convergence 8, Eilis of Convergence 9) and the plethora of web and
Usenet based diaries of past events to get a solid perspective on what
works and what does not.

Purpose of the process
The purpose of this process is to ensure that alt.gothic is foremost
in the minds of the Committees that bid to host Convergence and that
the denizens of alt.gothic are confident that a bid committee can put
on a Convergence they would be happy to attend.

Timeline
Ratification takes place after the bids are up and before voting.
Specifics are in the timeline

Process
2008 is the first year in which the ratification process is being used
so the process documentation is minimal. As long as you understand the
intent, it should all make sense. The C*B*L will refine the procedures
over time.

1. Bidders post their bid on a.g.
2. The People of alt.gothic speak up if they do NOT believe the bid
would make a good Convergence.
2.1. If objections are raised, we expect forthright
discussion to ensue.
2.2. alt.gothic allows 2 weeks for objections to be raised.
2.3. The C*B*L assesses the will of the people.
3. The C*B*L will determine if objectors are legitimate members of
the alt.gothic community.
3.1. Sockpuppets, trolls & strangers will be ignored.
4. If The C*B*L don't see any significant objections it's approved.
5. If The C*B*L sees that the denizens of alt.gothic are not happy
with a bid, that bid is rejected.
6. The C*B*L's decision is open to appeal by The C*B*L

3) How the vote works.
Voting Overview
Every year we have to decide where to hold the next Convergence. Some
poor mad fools take it upon themselves to put together bids to host it
in various cities. If more than one group that wants to put it on is
ratified, then there's a vote. This page covers off what you need to
know when that happens.

2008 Ballot
The ballot of cities to host Convergence 15 will be announced here and
on alt.gothic.* newsgroups once the proposals have been submitted. See
the Timeline for more information.

The Discussion Period
The discussion period, in which the public will endlessly debate every
little detail about every proposal, will begin as specified in the
Timeline.

The 'Afterglow' mailing list also exists for discussions concerning
Convergence.

Voting System
Upon logging in during the vote period, voters will be able to log in
to Convergence Voter Database and place their vote.

This year's voting system will be determined once the number of bids
is known. Likely it will be a single transferable vote or similar.

What Is The Email "Ping"?
Something we did in the past to let people know they were eligible to
vote. Now that we have the voter database page, interested parties log
in.

Who Is Eligible To Vote?
In order to be eligible to vote for the location of Convergence 14,
you will need to be a Registered alt.gothic Convergence^(SM) Voter.

You get into the database by either:
1. Being friends of the C*B*L. If we know you, and you want to be
part of Convergence then all you have to do is buy us booze. This is
about friends after all.
2. Going to Convergence, and the organizers sending us your
information after the fact. If the organisers of a given Convergence
do not send us your info, we’re not psychic.

C14 attendees should be automatically included, because the ticketing
system is part of the same database.

How Can I Tell If I Can Vote?

How Do I Register To Vote?
You may register to vote for Convergence 15 by either:
1. Buying a ticket to Convergence 14.
2. Buying the C*B*L a drink, asking nicely and giving us your
e-mail address.

The information from this registration will be used for Convergence
Voting purposes ONLY, and will not be used for any other purpose, nor
released to any other party.

How do I find out if I am in the database?
Go to the [voter database login] and enter your e-mail address. under
the heading I'M NEW!. If you're having trouble, contact Peter H.
Coffin.

This changes every year and so is on a separate page, conveniently
enough named Timeline.

Continuing Reform
This voting procedure is obviously not perfect. As with all aspects of
Convergence, it is a work in progress and everyone involved is intent
on improving this process, as well as all aspects of Convergence as it
continues to evolve. We hope as time goes on that those of you who
attend and enjoy Convergence will work with us to continue this
evolution, from the initial manual, Usenet public vote that we did for
Convergence 1.

Disclaimer
This is the official timeline. It is not necessarily how things WILL
work, but how they SHOULD. Keep an eye on alt.gothic,
alt.gothic.convergence and this website for updates to this
information. We are not getting paid to do this and we do have day
jobs so sometimes shit happens.

Convergence 15 Timetable

Bid Proposal Request Period BEGINS
2008 July 08 22:02EST (03:02GMT)
1. All Convergence 15 Bid Proposal Committee Chairpersons must
contact Siobhan (***@virulent.org) to have a web account set
up on altgothic.com to host their proposal web sites.

Bid Proposal Submission Period BEGINS
Bid Proposal Public Discussion and Debate Period BEGINS.
2008 July 24 00:00EST (05:00GMT)
1. During this time Bid Proposal Committees must submit their Bid
Proposals and preliminary event budgets to Siobhan
(***@virulent.org) for inclusion on the Convergence 15 ballot.
After receipt of submission they must post their Bid Proposals to the
alt.gothic.* news groups' they may open their web sites to the public.
Posting to regional mailing lists, web communities, blogs etc. is
acceptable but not essential.
2. See the Bids page for information on how to create and submit a
Convergence 15 proposal.
3. The Convergence 15 Bid Proposal Public Discussion and Debate
Period also begins at this time. Discussions will take place primarily
on the alt.gothic* news group hierarchy.
4. If you don't have a newsfeed that can access alt.gothic , Google
can help you out.

The selected bid will be announced following the closing of voting and
verification of the counted votes. At that time, an announcement will
be posted to the alt.gothic.* news groups and [altgothic.com]. The
authority to planning and execute one Convergence in accordance with
the published proposal along with permission to use the Convergence
service mark subject to The C*B*L's ongoing approval will then be
transferred to the selected committee.

I thought, as the bids for C15 are going up, I'd present a shot of
nostalgia: the winning bid for C5 - New Orleans.
Fascinating how much more complex this part of things has got over the
years.

There is so much to do that it's impossible to include it all here.
The cememteries of New Orleans are a must-see. Due to the high water
table, there are no underground burials - rows upon rows of whitewashed
sepulchers form above-ground necropoli, true cities to house the dead.
The Westgate Gallery is a purple and black mansion that contains a
collection of paintings, sculpture, jewelry, and books dedicated to
portraying Death as a sorrowful, compassionate entity. You can visit a
real voodoo ceremony; take daytime or evening walking tours focusing on
any subject you can imagine (haunted places, vampires, cemeteries, Anne
Rice, you name it!); tour Antebellum plantations, Civil War
battlefields, primordial swamps, and gracious turn-of-the-century manses;
or just sit on a wrought-iron balcony or in a lush courtyard, sipping a
cool drink and watching the sun set. Of course, there are also many fine
museums, two lovely public parks, an award-winning zoo and record-setting
aquarium, steamboat rides and horse-drawn carriages.
The selection of Goth-friendly stores in New Orleans has never
been better. There's exquisite silver jewelry at Armed & Dangerous, fancy
clothing for men and women at Gargoyles, CDs at St. Germain, and
ooo-la-lingerie at Siren Song. Masks and other costume accessories are
available in a variety found no place else, due to the city's passion
for dramatic celebration. Antiques stores abound both inside and out of
the French Quarter, filled with glass inkwells, ebony walking sticks,
silk parasols - there's even a shop specializing in culinary antiques,
where you can find that absinthe spoon you've been wanting.
THE PEOPLE - Here's some information about your prospective C5
Heather Spear is originally from Chicago. She co-organized the
first Convergence, where she learned all about what NOT to do! She
promises to apply this experience (plus all she's learned from hosting
costume tea parties, club events, poetry readings, etc.) to making C5 in New
Orleans an unforgettable extravaganza.
Guymon Ebenezer Addams has migrated from Boston. He runs the Mere
Mortal record label, so you can be assured that at least one of his bands
would play a New Orleanian Convergence. Also, he has promised to
offer both soundbites from C5 bands and online sale of C5 tickets on the
Mere Mortal website, should we win your votes. He has the saintly
patience, iron will, and lack of sanity required to pull of nationwide
band tours, club events, and a giant net.goth gathering.
The NO-gothic mailing list (we know how funny the name is, thank
you very much!) is run by Jason Puckett, and is home to NOLA net celebrities
like Twilight (Amy) and Shadowp1ay (Misha). Our many-talented list
members have responded to the nomination of New Orleans with great
enthusiasm, and will be a dedicated, efficient team for C5.
Local bands you may expect to see during NOLA's Convergence
would include Ex-Voto, Cut Rate Box, and Falling Janus. Our scene is
growing in leaps and bounds, and these three bands have contributed greatly
to that growth.
Name dropping for your vote! - some people who very well may be
involved should Convergence come to our beloved city are local celebs
Poppy Z. Brite and Anne Rice. Of course, if you're here, you can also
just catch them walking down the street on their way home from the
corner store... :}
THE BORING FACTS!
Travel to and staying in New Orleans is easy and inexpensive.
All major airlines (including Southwest) fly into our airport, and we're
accessible from both coasts and everywhere in between by Amtrak and
Greyhound. Our city has more visitors' accomodations per capita than
any other city in America, so we'll get some hotel deals together for you.
Due to the popularity of New Orleans as a travel destination, hotels are
nearly all within walking distance or a quick taxi/streetcar ride away
from venues, clubs, shopping, and other places of interest.
Spring turns New Orleans into an Eden of banana trees,
exotic flowers, and gorgeous weather. Expect the temperature to be
about 50 to 70 degrees F, with the good possibility of a little rain.
At the writing of this proposal, the tattooing and piercing age
is 18, and you must also be 18 to enter a bar. However, you must be 21 or
over to purchase alcoholic beverages or enter an establishment offering
gambling or gambling machines. People of drinking age may carry and
consume drinks (in non-glass containers) in the street. "Bar time" is
not set by government regulations, and many bars are open into the wee hours
of the morning (a last call at 6:30am is not unusual). Some bars are
open 24 hours.

ooo-la-lingerie at Siren Song.  Masks and other costume accessories are
available in a variety found no place else, due to the city's passion
for dramatic celebration.  Antiques stores abound both inside and out of
the French Quarter, filled with glass inkwells, ebony walking sticks,
silk parasols - there's even a shop specializing in culinary antiques,
where you can find that absinthe spoon you've been wanting.
      THE PEOPLE - Here's some information about your prospective C5
      Heather Spear is originally from Chicago.  She co-organized the
first Convergence, where she learned all about what NOT to do!  She
promises to apply this experience (plus all she's learned from hosting
costume tea parties, club events, poetry readings, etc.) to making C5 in New
Orleans an unforgettable extravaganza.
      Guymon Ebenezer Addams has migrated from Boston.  He runs the Mere
Mortal record label, so you can be assured that at least one of his bands
would play a New Orleanian Convergence.  Also, he has promised to
offer both soundbites from C5 bands and online sale of C5 tickets on the
Mere Mortal website, should we win your votes.  He has the saintly
patience, iron will, and lack of sanity required to pull of nationwide
band tours, club events, and a giant net.goth gathering.
      The NO-gothic mailing list (we know how funny the name is, thank
you very much!) is run by Jason Puckett, and is home to NOLA net celebrities
like Twilight (Amy) and Shadowp1ay (Misha).  Our many-talented list
members have responded to the nomination of New Orleans with great
enthusiasm, and will be a dedicated, efficient team for C5.
       Local bands you may expect to see during NOLA's Convergence
would include Ex-Voto, Cut Rate Box, and Falling Janus.  Our scene is
growing in leaps and bounds, and these three bands have contributed greatly
to that growth.
      Name dropping for your vote! - some people who very well may be
involved should Convergence come to our beloved city are local celebs
Poppy Z. Brite and Anne Rice.  Of course, if you're here, you can also
just catch them walking down the street on their way home from the
corner store... :}
      THE BORING FACTS!
      Travel to and staying in New Orleans is easy and inexpensive.
All major airlines (including Southwest) fly into our airport, and we're
accessible from both coasts and everywhere in between by Amtrak and
Greyhound.  Our city has more visitors' accomodations per capita than
any other city in America, so we'll get some hotel deals together for you.
Due to the popularity of New Orleans as a travel destination, hotels are
nearly all within walking distance or a quick taxi/streetcar ride away
from venues, clubs, shopping, and other places of interest.
        Spring turns New Orleans into an Eden of banana trees,
exotic flowers, and gorgeous weather.  Expect the temperature to be
about 50 to 70 degrees F, with the good possibility of a little rain.  
        At the writing of this proposal, the tattooing and piercing age
is 18, and you must also be 18 to enter a bar.  However, you must be 21 or
over to purchase alcoholic beverages or enter an establishment offering
gambling or gambling machines.  People of drinking age may carry and
consume drinks (in non-glass containers) in the street.  "Bar time" is
not set by government regulations, and many bars are open into the wee hours
of the morning (a last call at 6:30am is not unusual).  Some bars are
open 24 hours.

Ahh, that makes me happy and sad at the same time. I just started
posting to ag(lurking,mostly)and agf right before C4. C5 was my 1st
Convergence. I thought it was well planned and yes, it wasn't the
overwrought mess some later bids have become.

BTW, I started poking around on usenet again after reading about C15
bids going up on LJ, haven't done Convergence since C9. Still waiting
to see other bids,but so far Long Beach looks promising.
